Orașele înfrățite: instrumente pentru dezvoltarea comunitară

Abstract


The goal of this research is to determine the characteristics of twinning relations and develop an instrument that would facilitate a hierarchy regarding this type of relations. Using national survey data, this paper seeks to identify the main characteristics of sister cities relations developed by Romanian cities. The results show that Romanian cities are involved only in one-way twining relations and they develop a high number of twinnings that cannot be handled properly by public institutions. The quality of twinning protocols is low mainly because lots of twinning relations become inactive.
