Marilena Mazilu, Cătălin Ovidiu Baba

Abstract

The article analyzes the evolution of the LEADER program in Romania, highlighting the transition from a centralized and rigid model (2007–2013) to a flexible and decentralized one (2014–2020). The study emphasizes the changes in the regulatory framework, the diversification of funding sources and then increased autonomy of Local Action Groups (LAGs), aspects that have allowed the adaptation of rural development strategies to the specific needs of local communities. The results indicate an improvement in economic and social cohesion in rural areas, demonstrating the importance of a modern legislative framework and an integrated approach in rural development policy.
