Impactul culturii organizaționale asupra implementării strategiilor locale
Abstract
This article explores the role of organizational culture in shaping the effectiveness of local strategy implementation within public administration. In the context of persistent implementation deficits observed at the local level, the study emphasizes the importance of cultural, leadership and managerial factors as determinants of strategic success.
Particular attention is given to the relationship between organizational culture and strategic leadership, underlining their interdependence in fostering commitment, communication, and organizational learning. The article also discusses the specific challenges of strategy implementation in the public sector, including bureaucratic rigidity, limited resources, and weak alignment between vision and operational capacity.
Strategic leadership plays a central role in aligning organizational values with long-term objectives and translating strategic visions into effective public action. The article concludes that strengthening organizational culture represents a key factor for improving local public sector performance and responsiveness to community needs.
