Managementul instituțiilor publice în noua paradigmă agentic AI
Abstract
This paper examines the transformative impact of Agentic Artificial Intelligence on the management of public institutions, highlighting the transition from rigid hierarchical structures to the network-based Agentic Organization model. The study integrates a critical legal and ethical perspective, investigating the reconfiguration of administrative authority under the constraints of emerging regulatory frameworks. Also, the reconfiguration of administrative authority is analyzed, proposing the evolution of the public leader from a resource administrator to an orchestrator of a hybrid human-agent workforce. The critical implications of this shift are analyzed, particularly the risk of eroding middle management and the ethical challenges posed by the autonomy of probabilistic systems. The ultimate objective is to provide a conceptual framework for the responsible integration of autonomous agents, enabling institutions to generate „living strategies” and deliver public value adapted to the real needs of citizens.
