Abstract


The value of administration consists in its human resources potential. This is why special attention should be granted to permanent training of personal in this field. The recently created National Institute for Administration (I.N.A.), as a Government agency, is compatible with the position of higher education institution? What are the consequences of I.N.A’s creation for post - graduate education?
