Realități și perspective ale regionalizării României

Abstract


The present paper is the result of the approach and theoretical research of two aspects of the Romanian administrative framework: the reality – which is intended to focus on the historical evolution of the governmental reforms related to administrative capacity and the issues that appeared, and perspectives – Romania’s political possibilities to improve its administrative capacity. The study of the literature offered a good insight into the ongoing administrative reform based on regionalization and decentralization, about the current situation in Romania and it also signaled the lack of concrete steps made in the reform process. The questionnaires sent to several institutions demonstrated that there are different approaches concerning regionalization, but generally the regionalization is considered the most suitable solution for the country’s needs. Thus, the paper argues that Romania has to solve a „multilemma” in this regard, because there are plenty of administrative reform proposals, but this multitude seems to slow down the decision and, therefore, the change. To speed up the course of actions, the paper is proposing a plan for Romania’s regionalization.
